
National AIDS and Health Promotion Agency (NAHPA)
MANDATE
National AIDS and Health Promotion Agency exists to coordinate national response through a sustained multi-partnership to prevent new HIV infections and reduce the burden of Non-Communicable Diseases and AIDS.
Vision
“An AIDS-free Botswana Living a Healthy Lifestyle by 2030”.
The vision is inspired by the global commitment challenging nations to attain epidemic control and end AIDS as a public health threat by 2030.
NATIONAL RESPONSE GUIDING DOCUMENTS
The response for both HIV and NCDs is guided by two national strategies namely:
- The Third National HIV and AIDS Strategic Framework (NSF)
- The Botswana Multi-Sectoral Strategy for the Prevention and Control of Non-Communicable Diseases
NATIONAL RESPONSE COORDINATING STRUCTURES
- The key structure coordinating the HIV and NCDs response at the national level is the National AIDS and Health Promotion Council (NAHPC), chaired by His Honour the Vice President of the Republic of Botswana.
- The council is the highest decision-making body providing leadership and policy guidance in the fight against HIV and NCDs.
- Its membership is multi-sectoral and drawn from all constituencies in the HIV and NCDs response space.
- Joint Oversight Committee (JOC) – facilitates multi-stakeholder collaboration, joint planning, and review of national policies governing the response. This serves as a clearing house for the NAHPC agenda.
- District Multi-Sectoral AIDS Committee (DMSAC) – coordinates HIV and AIDS activities at district level.
NAHPA’s COORDINATION ROLE
- Manages Domestic Development Fund to all key players involved in the national response to HIV. This involves resource mobilization through Global Fund, PEPFAR and other partners.
- Coordinates Civil Society Organizations (CSOs) and communities on HIV & NCDs work.
- Coordinates, plans and gives the country strategic direction through development, implementation, monitoring and evaluation of strategies and policies such as National Strategic Frameworks, National Operational Plans and the National AIDS Policy.
- Functions as Secretariat to structures such as National AIDS and Health Promotion Council (NAHPC), and fora such as Private Sector, Development Partners, Country Coordinating Mechanism (CCM), Public Sector/Ministries and others.
- Provides technical & financial support to District Multi-sectoral AIDS Committees (DMSAC), District AIDS Coordinators (DACs), etc.
- Coordinates countrywide surveys inclusive of BAIS, STEPS, STIGMA Index, District-based researches, and Monitoring & Evaluation.
- Leads and coordinates national HIV & NCDs campaigns.
Nahpa Executive Committee

Mr Ontiretse Letlhare
Provides strategic leadership and oversight of the national response, ensuring multi-sectoral coordination, policy alignment, and performance accountability across HIV and NCD programmes.

Ms. Tebogo Hlabano
Ms. Hlabano brings a wealth of leadership and public service experience, having previously served as District Commissioner for Moshupa District. Her background in governance and community development positions her well to contribute to NAHPA’s mission of promoting health and well-being across the nation.

Mr. Robert Selato
Oversees policy, partnerships, and resource mobilisation, coordinating with development partners and line ministries to sustain national response efforts.
